Portland’s “dialogue officer” loses a suspect after an alleged assault on ice construction

Police ask for the public to find a woman accused of assault near immigration and customs application (ICE) in Portland, Oregon, after one of his “dialogue liaison officers”, sworn agents are responsible for “holding[ing] A safe space “for the demonstrators, the trace of it.
Managers of the Portland police office said that Tuesday before 8:45 p.m. Tuesday, a dialogue liaison officer (DLO) was monitoring a “rally” outside the ice building in the South Portland district, when he was reported by a person who said that an assault had just occurred.
The DLO followed the woman, who was described as a white woman with a large septum nose drilling wearing a black mask and wearing a backpack, trying to speak to her to “hear her side of history”, according to a press release from the Portland police.

The woman would not stop, so the DLO told her that she was detained. She would have refused the legitimate police order and fled.
The DLO called additional police resources, and just before 9 p.m., the patrol agents met the victim and started an investigation.
DLOs are sworn police officers, although they act in the role of a link and “cannot get involved in application measurements,” the press release.

The officials said that the case had since been assigned to a detective from the main crimes unit, although they have not published information concerning the alleged assault.
“PPB members continue to conduct follow -up surveys on criminal activities and transfer cases to the MultNomah County prosecutor to continue the prosecution,” said the press release. “Sometimes arrests are not carried out on the scene when the voltages are high and the arrests are made on a later date.”

According to the city’s website, the DLOs have been set up to “establish relations with the demonstrators” following the violent demonstrations of 2020 in Portland.
Officer Jessica Ruch, an exemplary DLO presented on the site, wrote in May 2025 that the liaison officers were parked during demonstrations to “have an idea of what this group will have to create or keep a safe space”, according to the site.
Ruch admits on the site that she “grew up by going to protest,” calling them “a celebration of the community and the values”.

“We no longer have a riot. It is an obsolete model. This vocabulary implies that the entire group of demonstrators has a single state of mind,” wrote Ruch. “We have a quick response team that is trained to respond to potentially dangerous situations such as civil disorders or natural disasters. They enter when they need to quickly contact something, then they leave there. We don’t want to be the bad guys.”
After discussing where she was when George Floyd was murdered, Ruch said her greatest concern was that someone was driving a car in a rally “deliberately targeting demonstrators”.
The Portland police office did not immediately respond to the request for comments from Fox News Digital.
