Frank Bisignano appointed CEO of IRS, will maintain the role of Social Security Commissioner

The Treasury Department announced on Monday that the Social Security Commissioner Frank Bisignano will also be the CEO of the Internal Revenue Service (IRS).
Under this decision, the secretary of the Treasury Scott Bessent will remain in the role of Acting IRS Commissioner while Bisignano reports to him directly from the role of newly created CEO.

“Frank is a businessman with an exceptional experience of the growth and efficiency of the private and now public sector,” said Bessent in a statement.
The Secretary of the Treasury added that the IRS and Social Security Administration (SSA) is two of the most effective and largely impactful federal agencies and have similar technological and customer service, which made Bisignano a natural choice for the role.

“Under his direction at the SSA, he has already made significant and substantial progress, and we are happy that he brings this expertise to the IRS while we will refine our concentration on the collections, confidentiality and customer service in order to provide better results for workers,” added Bessent.
Bisignano was confirmed as SSA commissioner on a vote of 53-47 supporters in May, and its newly created role with the IRS does not require confirmation of the Senate. His mandate at the SSa takes place until January 2031.

Waiting times at the SSA offices on the ground varied between 28.3 and 30.9 minutes during the year 2024, but improved at 20.9 minutes from April to June, wrote Bisignano.
