European leaders agreed Friday to give Ukraine a $105 billion loan, but failed to reach consensus on using Russian government assets frozen in Europe to support it.

As a matter of urgency, we will grant a loan guaranteed by the European Union budget. This will meet Ukraine’s urgent financial needs, and Ukraine will repay this loan only after Russia pays reparations. I think it was a very bad decision, which brings Europe closer to war. And it looks like a loan, but of course Ukrainians will never be able to repay it. So it’s basically wasted money.
