The Democratic Republic of the Congo and the M23 rebels signed a cease-fire contract in Qatar to end the fights between the teams at war. Nicknamed the declaration of principles, the agreement of Saturday seen by the BBC, says that the two parties must refrain from the attacks, “hate propaganda” and “any attempt to grasp new positions on the ground”.
