A tourist boat carrying more than 50 people capsized in the bay of Ha long of Vietnam in the middle of heavy rains, killing at least 28 and leaving dozens disappeared. Most passengers on board were Hanoi families, many children, according to local media. Rescue efforts are underway on the popular UNESCO World Heritage Site.
